This is old concerning problem for all the users of computer. Thumbs.db created when you downloaded pictures various files or folders. Actually, this is the windows file that contains thumbnails of the files that are in folder. IF you are using window explorer, the computer have to render new thumbnails every time, this is done to speed up the process of moving the files in the hard disk.
Don't fear to this thumbs.db, these are hidden and can be view through folder option in the window explorer.you just couldn’t see them until you chose to view the hidden files also.

You are safe to delete files but this will appear when you open the folder again. There are two Steps get rid or deal with thumbs.db file in the pc.
Steps for Deal with Thumbs.db
- Hide them. First of it's hidden. So if you don’t want them to be visible, go to your folder options and under the View tab, turn off ‘Show hidden files and folders’.
- How to Remove? if you think, this is wasted to my hard disk space. From My Computer, choose Tools, click on Folder Options and then the View tab. Scroll down until you find the box labeled ‘Do not cache thumbnails’ and put a tick in it. You can then delete all the existing files. See the Screen Shot for Help!
